As a commission of the provincial government, Halifax Harbour Bridges (HHB) reports to the Minister of Finance for the Province of Nova Scotia and all financing is approved by the Nova Scotia Cabinet. As a self-funding user-pay operation, HHB receives no assistance from Nova Scotia tax dollars and its loans are not guaranteed by any level of government. The Nova Scotia Utility and Review Board approves toll rates set by HHB. HHB is the forward thinking manager of key transportation infrastructure assets in the Halifax Regional Municipality. HHB was created in 1950 by a statute of the Province of Nova Scotia.
With the approval of the Governor in Council, HHB may construct, maintain and operate transportation projects across the Halifax Harbour and/or the North West Arm. When requested by the Government of Nova Scotia or the Halifax Regional Municipality, HHB can also investigate possible present or future access needs to Halifax provided by the bridges.
